Is It Safe to Hire a Facebook Ads Agency in India?
You've found an agency in India that looks sharp and costs less than the shops down the road. Here's how to make sure the only thing you're risking is a month of testing.
The short version

The four checks that make it safe
Most of the fear behind this question is fair. People have been burned: an agency that built the ad account under its own name and kept it, a freelancer who went quiet with the page admin, a monthly report that was a screenshot and a smile. None of that is an India problem. It's a setup problem, and setup is something you control before the first rupee or dollar moves.
- Ownership. The business portfolio, ad account, page and Instagram account are yours. The agency is a partner, not an owner.
- Billing. Meta charges your card for media. The agency invoices only its own fee.
- Data. Your Meta Pixel and your Conversions API, set up in your Events Manager, so the learning stays in your account.
- Visibility. A weekly written changelog of what changed and why, and no contract you can't leave.

Who should own what
Meta built its business portfolio (the tool most people still call Business Manager) for exactly this situation: one company owns the assets and lets another company work on them. Use it the way it was designed.

One test settles it. Ask the agency: if we part ways on Friday, what do we lose? The right answer is "our access, nothing else."
How the money should flow
There are two streams of money and they should never mix. Your ad budget goes from your card to Meta, and you can see every charge in your own billing history. The agency's fee goes to the agency on its own invoice.
If an agency asks you to send the media budget to its bank account so it can "run it for you", that's the single biggest risk in this whole decision, and it's easy to avoid. You'd have no receipt from Meta, no way to check spend against delivery, and nothing to push back with if something goes wrong.
An agency should be able to spend your money in Ads Manager without ever touching it.
Your data, your pixel, and India's privacy law
A well-set-up account needs very little of your customer data to pass through the agency at all. Conversion events travel from your site or your platform (Shopify has its own Meta integration) straight to Meta, hashed, through the Conversions API. The agency reads the results in Events Manager. It doesn't need a spreadsheet of your buyers emailed to it, and you shouldn't send one.
On the legal side, India's Digital Personal Data Protection Act, 2023 received presidential assent on 11 August 2023, and its first provisions, including the setup of the Data Protection Board of India, came into force on 13 November 2025. That's a real framework now, not a gap. It doesn't replace your own obligations under GDPR or US state privacy laws, so the cleanest position is the one above: keep personal data in your own systems and give the agency results, not raw lists.

Time zones: better than you'd think
IST is UTC plus five and a half hours, and that gap is less of a problem than it sounds. Here's the working-day overlap during northern summer:

What works: one fixed weekly call on Google Meet in the overlap, everything else in writing on Slack, WhatsApp or email, and short Loom walk-throughs for anything visual. What doesn't: expecting an agency 9.5 hours away to be on a live call at 4 PM Eastern every day.
Run a 30-day test before anything longer
Safety handled, the only real question left is whether the team is good. Don't answer it from a deck. Run a paid test of about thirty days on one campaign, agree the one metric in writing before it starts (cost per purchase, or cost per booked call), and read the weekly changelog as it comes in.

Should I give a Facebook ads agency my Facebook login?
No, never. A real agency doesn't need your personal login, your password or your two-factor codes. It asks you to add it as a partner inside your Meta business portfolio, and you choose which assets it can touch and how much it can change. If an agency asks for your login, that tells you how it handles access for every other client too.
Who should own the ad account when I hire an agency?
You should. Create the ad account inside your own business portfolio, put your own card on it, and give the agency partner access. If the agency runs your ads from an account it owns, your spend history, audiences and learning live in its account, and you lose all of that the day you part ways.
How do I pay a marketing agency based in India?
Two separate payments. Meta charges your own card or billing method directly for ad spend, so that money never passes through the agency. The agency sends a separate invoice for its management fee, which you pay by international bank transfer or whatever method your finance team already uses for overseas vendors. Your accountant will know what paperwork your country needs for paying a foreign supplier.
Is my customer data safe with an agency in India?
It should rarely leave your systems at all. With the Conversions API set up on your side, conversion events go from your server or your platform straight to Meta, hashed, without the agency holding a customer list. If an agency asks you to email it a spreadsheet of customers, ask why. India's Digital Personal Data Protection Act, 2023 now governs how Indian firms process personal data, but good setup means there's very little for the agency to process.
What does the time difference with India mean in practice?
India runs on IST, which is UTC plus five and a half hours. That's four and a half hours ahead of the UK in summer, nine and a half ahead of New York in summer, and only one and a half ahead of Dubai. For US brands it usually means changes happen while you sleep and a report is waiting in the morning. Put one short weekly call in the overlap window and handle the rest in writing.
How do I test an Indian agency before signing a long contract?
Run a paid, time-boxed test of about thirty days on one campaign, with one metric agreed in writing before it starts, such as cost per purchase or cost per booked call. Keep the account in your name and read the weekly changelog. At the end you'll know how they think, how fast they reply and whether the number moved, which a sales deck can't tell you.
What are the warning signs of a bad offshore ad agency?
Asking for your login, running ads from their own ad account, wanting your ad budget paid to them, reporting only screenshots, refusing to explain a change, and a long lock-in with a heavy exit fee. Any one of those is enough to walk away. None of them is about the country the agency sits in.
